Treasurer’s Report.
As of November 1, five households are paying dues in installments (for an additional fee). All other households are completely paid up.
As of November 1, the Operating Fund (checking) has $13,679.53, and the Reserve Fund (savings) has $39,867.78.
The budget is running $5000 over (the budget report shows $7600 over forecast, which includes pre-payment of November’s and December’s Reserve Fund contributions, totaling $2667, for a practical shortfall of about $5000), all of which is due to substantial legal fees, with an additional $4000 in legal fees pending board approval. Since back dues have been paid this year, the budget is exceeding projected funds received by about $4000, so cash flow is fine. The board expects to recover these legal fees in litigation, but this is by no means a certainty.
The community has contributed $16000 to the Reserve Fund (savings) for 2021. The community has spent $19,760 from the Reserve Fund so far this year on maintaining community property. There is enough money in Reserve to address current and projected repairs.
The updated Reserve Study is complete. The community’s reserve position has improved dramatically since last year’s study. Whereas last year, the community Reserve was 23.1% fully-funded, representing a “High” risk of possible special assessments to maintain the properties, the community is now 41% fully funded, representing a “Medium” risk of possible special assessments. The Community plan calls for continued contributions of $16,000 per year, which may allow the community Reserve to become 70% fully funded by 2028, and which would represent a “Low” risk of special assessment. The total cost estimate of all components requiring maintenance in the next 5 years have a combined estimated cost of about 2 year’s Reserve funding, so should be manageable. The next items of substantial cost (pool deck replacement, pool fence, and pool resurfacing) are anticipated to be required between 2030 and 2033, by which time there should be substantial Reserve to cover the costs.
The treasurer has prepared a preliminary budget for 2022 that keeps assessments at the current level ($720), keeps Reserve funding at the current level, and budgets for higher legal fees. The legal fees are offset by a combination of reduced software costs and community members taking on the labor of opening, closing, and cleaning the pool.

One property sold in the neighborhood; Anne will deliver a welcome packet when the new residents are in the home.
New Business:
Gary stated that the amount budgeted for legal fees was nearly spent and requested that more money be made available. Eric Leonhart made a motion to raise the threshold for legal fees to fifteen thousand dollars. Larry Barlow seconded the motion. A vote was taken and the motion passed unanimously.
The annual meeting will be held at the end of January and it will be a Zoom meeting.

Minutes for a Special Meeting of the Mar Cheri Community Board
A special meeting of the board of the Mar Cheri Community Club was called to order at 7:00 PM November 9, 2021. Directors present were: Ken Schiewetz, Eric Leonhart, Gary Mesick, Larry Barlow, and Anne Mesick. A quorum was established.
A motion was made by Ken Schiewetz that the Board find that the Mahars’ trees are in violation of Article IX, Section 2 and Article VII, Section 1 of the Covenants. The motion was seconded by Gary Mesick. The motion passed. The meeting was adjourned at 7:05 PM.
Minutes for a Special Meeting of the Mar Cheri Community Board
The board of the Mar Cheri Community Club was called to order at 8:00 PM November 9, 2021. Directors present were Ken Schiewetz, Eric Leonhart, Gary Mesick, Larry Barlow and Anne Mesick.
A special hearing was held at the request of a property owner in response to a letter of violation.
The board has taken the matter under consideration and a response is pending.
The meeting adjourned.
