March 2026 — Minutes for the Monthly Meeting of the Mar Cheri Community Club Board of Directors

Date: Tuesday, March 10, 2026

Time/ Location: 7 PM via Zoom

Those in attendance: Ken Schiewetz, Larry Barlow, Gary Mesick, Anne Mesick

There was a quorum.

President: Ken Schiewetz

Ken submitted the geological report that was done last year to the City of Federal Way. We are awaiting the cities response to that submission.

Account Balances (as of March 1):

As of March 1, Mar Cheri had $3947.81 in the Operating account (checking) and $46477.41 in savings. Of the savings balance, $25547.41 represents Reserve funds and $20,930.00 represents Special Assessment funds.

Operations

Through February, the Community is $2000 under budget.

Note: Reserve contributions and expenses and Special Assessment income and expenses are excluded from operating results and are reported separately below, though they appear in the same ledger due to system limitations.

Reserves

There were no reserve expenses in the month of January.

Special Assessment

For the Special Assessment related to the lawsuit, the Community received $5500 in Special Assessment payments and incurred no legal expenses associated with that matter. To date, the community has spent $15220 of the $40,000 Special Assessment.

Special Assessment funds are restricted to these purposes and are not part of operating income or expenses.

Dues Status

For regular association dues:

  • 13 have paid their 2026 dues in full.
  • One household remains delinquent for dues assessed in 2022, 2024, and 2025.

2026 assessments are due in full by April 1. Late fees and interest will be applied for payments received after April 15.

For Special Assessments:

  • 50 households have paid in full;
  • 12 households are on track with their installments; andSeven households are at least one payment behind and are not in good standing
  • Three of those households have made no payments.

The final Special Assessment payment is due no later than March 15.

Secretary: Anne Mesick

Anne reported that over 40 new directories have been given to residents in Mar Cheri. Directories will be given directly to residents; due to the personal information they contain, the new directories will not be left on porches. 

At Large: Larry Barlow

Larry will attempt once again to contact the source who agreed to produce the housing for the new security system at the pool and common area. If he is unable to coordinate the completion of the boxes with this person, he is working on another source.

Architecture: Ken Schiewetz (acting chairperson)

Div 3, Lot 11

Small expansion of previously approved shed was approved.

Ongoing violations:

  • Div 1, Lot 10 
  • $75 per month for lack of maintenance (roof shingles). Balance $1050
  • $50 per month for overgrowth of weeds. Balance $300, violations remedied and fines stopped in May.
  • Div 2, Lot 2
  • $50 per month for yard and weed overgrowth. Balance $0, fines have been paid.
  • Div 4, Lot 14
  • $700 per month ($50 per tree for 14 trees) for view interference. Balance $19,600.

New Business:

Anne made a motion that the board accept a resolution to uphold, approve, sustain, and ratify the June 27 2025 letter finding the Mahar’s have violated the CC&Rs of Mar Cheri and the fines imposed. And that the board determine to continue those fines (full text of resolution attached). Gary Mesick seconded the motion. A vote was taken, and the motion passed unanimously.

Ken made a motion that members of the existing Architectural Committee with the exception of Ken Schiewetz be replaced by Gary Mesick and Anne Mesick. Such that, upon acceptance of this resolution, the Architectural Committee will now consist of Ken Schiewetz, Gary Mesick and Anne Mesick ( full text of the resolution attached).  A vote was taken, and the motion passed 3 votes to 1.

The Architectural Committee will meet at 7:30 on the second Tuesday of each month: April 14,2026, May15, 2026, June 9, 2026, July 14, 2026, August 11, 2026, Sept. 8, 2026, Oct 13, 2026, Nov. 10, 2026 and Dec. 8, 2026, Jan. 12, 2027, Feb. 9, 2027, Mar 9, 2027.

All submissions to the Architectural Committee must be submitted through PayHOA. Requests must be submitted at least 48 hours prior to the next ACC meeting. Include any applicable photos, paint color chips, sketches and or drawings. Please refer to the CC&Rs document on the website: (marcheri.org,  documents) Before starting any work on the exterior of your property it is best to check with the ACC.

A letter will arrive in the coming days with The dates and agendas for the monthly board meetings as well as the Architectural Control Committee meetings. 

There being no other business, Ken closed the meeting at 7:59 PM.

The next board meeting will be held on Tuesday, April 14, 2026 at 7PM via Zoom.
