Mar Cheri Community Club Minutes

September 10, 2019 7:15 PM

The meeting was called to order by President Ken Schiewetz.  In attendance were board members Laura House, Anne Mesick, Rod Martinez, Makota Sugiuchi and Audrey Isaacson.

The Mar Cheri Annual Meeting will be November 19, 2019 at the Federal Way 320th Library from 7:00 PM to 9:00PM. 

Ken recognized Anne Mesick and Nancy Krueger for watering the new trees at the pool during the summer and fall months and Sherry Murchison and Joey Murchison for taking care of the entrances.

The Reserve Study has not been received but is expected soon.

Laura met with Sherry Murchison regarding redoing the damaged sign on 298th and First Avenue. Sherry will present ideas for the sign at the October board meeting.

Treasurer: Larry Barlow

Expenses:  $39,158.89    Income: $46,005.70

In Larry absence, Ken gave the Treasurer’s Report.

A Pre-Lien letter is going out to a homeowner regarding dues severely in arrears.

Four homeowners are in arrears for 2019 and the board is communicating with them.

September 15th, Nancy Krueger is going to begin to plant bushes in the pool area in accordance with the approved plan for planting in the area.

A Homeowner Rod has been working with is making big progress cleaning up his yard.

Maintenance: Lisa Martinez

In Lisa’s absence, Rod gave her report. The pool will be closing Friday.

Secretary:  Audrey Isaacson told the board she would no longer be Secretary in the next term.  The board is looking for a new Secretary.

2019 July Minutes

Mar Cheri Community Club Minutes

 July 9, 2019 7:15PM

The meeting was called to order by President Ken Schiewetz. In attendance were board members Laura House, Larry Barlow, Anne Mesick, Rod Martinez, Lisa Martinez and Audrey Isaacson.

Vice President: Laura House

A bid of $1,485.00 to cut (3) trees, grind stumps and trim the branches along the fence lines, was passed.

A tree issue is still in an ongoing discussion.  Each party has until July 10 to respond to the letter they received.

Laura met with the city engineer, and walked the sidewalks in Mar Cheri so he could get a feel for what needs to be done.  The city engineer advised that Federal Way has just initiated their ADA Compliancy Program, so they don’t yet have a clear idea of how to move forward.  Essentially, every corner, plus the sidewalk directly across from the corner, plus every place sidewalk end is required to have an ADA compliant ramp to access the sidewalk.  That means we need at least nine ramps in Mar Cheri.  We also need blacktop ramps at the entrances to Mar Cheri.  For the ramps at Dash Point road, we will need to remove some of the vegetation.  We will need to see how much blacktop they will be laying and when.

Fines will be sent to the households that received letters to clean up their yards and did not comply.

Fines will be sent to owners whose cars haven’t been moved within twenty-four hours.

Four lot owners have not paid this year’s assessments

Twenty-four people attended the 4th of July picnic.

National Night Out is August 6th at 6:00 PM to 7:30 PM at the Mar Cheri Picnic area.  Please bring a dish to share.  Community will provide Hot Dogs, Hamburgers and drinks.

New Neighbor

We welcome to our neighborhood, Chris Willoughby, 29635 2nd Pl. SW.  Chris received a Welcome Packet and an orchid.

Nancy Krueger is preparing a plant list for around the Pool house and the picnic area.  When approved, they would be planted in the fall.

A new garage door has been approved.

Progress is being made with a lot owner who is in violation.

Maintenance/Pool Manager: Lisa Martinez

The cameras are working around the pool perimeter.

Pool Party Rules

The homeowner(s) hosting the party will be required to sign a waiver taking full responsibility for any damages, rule violations or accidents that occur during the party.

In response to questions about pool party status for homeowners’ families, the board discussed and passed the following rule:

Any Mar Cheri Family, in good standing, who has signed a pool party waiver and deposited a $250.00 check (refundable) with the Pool Manager, may keep those items on file for the summer and contact the pool manager to confirm a family gathering, defined as adult children, spouses of adult children, grandchildren and parents. This gathering extends only to immediate family members and may not exceed 10 people. Provided there are no violations, at the end of the summer the deposit check would be returned. All pool and pool party rules must be obeyed.

The idea behind this rule is to permit homeowners to bring their children and grandchildren to the pool in a more spontaneous manner.  This is not intended for friends or birthday parties.  Those will still need to be scheduled in advance according to the pool party rules.

2019 June Minutes

Mar Cheri Community Club Minutes

June 11, 2019 7:15 PM

The meeting was called to order by President Ken Schiewetz. In attendance were board members Laura House, Anne Mesick, Makoto Sugiuchi, Rod Martinez, Lisa Martinez, and Audrey Isaacson.  Also in attendance was Architectural committee member Robin Mann.

There are a lot of vehicles being parked on the streets in Mar Cheri.  The location of some of these parked vehicles is causing choke points (areas too narrow for large vehicles like fire trucks or an ambulance to safely pass).   These vehicles also impede the visibility for homeowners to back out of their driveways.  A car parked on the street must be moved every twenty-four hours.  If a car will not be used for a few days, please store it in your garage or driveway.

Treasurer: Larry Barlow

In Larry absence, Ken presented the Treasurer’s report.

Mar Cheri will have a Reserve study this year.

So far, all but three households have paid their assessments and two are making payments.

Mar Cheri 4th of July picnicThursday, July 4 picnic is from 12:00 to 2:00. Last names A to M please bring a salad or side dish and N to Z brings dessert.  The community will provide hamburgers, hot dogs, and cold drinks.

National Night Out, the annual community building campaign that promotes police – community partnerships and community camaraderie to our neighborhoods safer, more caring places to live will be held August 13, 2019 from 6:00 – 7:30 PM.  Please bring a dish to share. Community will provide Hot Dogs, Hamburgers and drinks.

New Neighbors.We welcome to our neighborhood, Gary Zukowski, 29609 2nd PL SW and Anthony and Theresa Harris, 29603 2nd PL SW.  Each family was given a Welcome Packet and an orchid.

Three letters were sent to residences regarding clean up their yards.

Any changes to the exterior of the home must be approved by the Architecture Committee prior to starting of the project.  This includes, but is not limited to painting, roofing, decks, permanent changes to the landscape like retaining walls, driveways.  If the project is a replacement of an existing feature and doesn’t involve any changes in the design, color, etc. then approval isn’t required by the Architecture Committee. However, if you are in doubt, confirm with the Architecture Committee before proceeding.

Maintenance/Pool Manager: Lisa Martinez

The pool work party was successful. A lot of work was completed.  Thank you to everyone who helped.

Lisa is looking into an automatic vacuum for the pool. A vacuum would be in use all the time, except when people are swimming.

Mallard Ducks have been using the pool and making a mess.

Some swimmers have been complaining of bees.  Bee traps will be hung at the corners of the pool area.

The Pool Liability Waiver forms are handled by Lisa Martinez, 206-797-3744, at 29621 2nd Ave SW.

Cameras and lighting have been bought.  Laura House made a motion that an electrician will install the cameras and James Rolf will install the lights.  Annie Mesick seconded the motion.

If you walk your dog, in Mar Cheri, please use a poo bag to clean up after your pet and keep all dogs on a leash.

With the longer days of spring and summer, there have been complaints about dogs barking after 10:00PM please keep your dog from barking from 10:00 PM to 6:00 AM.

Next Mar Cheri meeting will be July 9th at 7:15 at the Mar Cheri Pool.

2019 May Minutes

Mar Cheri Community Club Minutes 

May 14, 2019 7:15 PM

The meeting was called to order by President Ken Schiewetz.  In attendance were board members Laura House, Larry Barlow, Makoto Sugiuchi, Rod Martinez, Lisa Martinez, and Audrey Isaacson.  Also in attendance was Rachel Mahar and Architectural committee member Robin Mann.

Ken reported on what the lawyer explained about trees blocking views.  Architectural committee Laura House and Robin Mann are checking into a tree problem, taking pictures and making a report at the next board meeting.

Vice President: Laura House

Some squatters were in the new house being built in Redondo Highlands. The police were called and the people removed.

Treasurer: Larry Barlow

Income:   $32,530.12

Expenses:  $1,706.12

Nine lot owners have not paid their yearly assessments.  Some of the nine are making monthly payments.

4th of July picnic 12:00 – 2:00 PM

A neighbor’s yard does not comply with the CC&R’s. Rod is working with the neighbor to clean up his front and back yard.

A suggestion was made regarding planting shrubs by the Pool house.  The board would like to have an actual plan for the area before planting plants/shrubs.

A letter is going out to a homeowner regarding the condition of a roof.

Vehicles shall not be parked on the street or side of the road including First Avenue at any time if this impedes visibility to traffic.

Maintenance/Pool Manager:  Lisa Martinez

Pool Work Party is May 18th 9:00 – 12:00. Hot dogs will be provided for the workers. A lot of projects need to be done.  See you there.

At the Pool Work Party, Pool Waiver slips can be signed and cards activated. The pool waiver slip must be renewed each year.  Please review the pool rules prior to signing the Pool Waiver.

The Pool Opening is Friday May 24, 2019 at 9:00 AM.

The new pump and heater are installed.

A reminder, if you notice anything suspicious in our neighbor please call the police.  We had one car broken into and another suspicious truck roaming around the neighborhood.

April 2019 Board Meeting Minutes

Mar Cheri Community Club Minutes

April 9, 2019 7:15 PM

The meeting was called to order by President Ken Schiewetz.   Board members

Laura House, Larry Barlow, Anne Mesick, Makoto Sugiuchi, Rod Martinez, Lisa Karis and Audrey Isaacson were in attendance.  Also in attendance was Rachel Mahar.

The following topics were discussed:

President: Ken Schiewetz

Progress is being made by a homeowner that isn’t in compliance with the CC&Rs.

 A discussion was had on the subject of cutting trees.  According to the covenants,  no trees of any type or kind, newly planted or otherwise shall be permitted to be placed or grow in such a manner that they unnecessarily interfere with the view of another residence.  At this time, the board is looking into a tree issue.

We remind you to please keep your trees and shrubs trimmed.

Vice President: Laura House

The trees have been planted by the pool.  The tree planting project at the pool is complete.  The final payment will be made upon receipt of the invoice.  The Arborist offered a discount for those who hire him to trim trees at the same time as he does work for the Home Owner’s Association.

Treasurer: Larry Barlow

Some of the delinquent accounts have been paid in full and some are being paid in installments.

Larry is looking into a no fee credit card to use for projects.  The Treasurer and Maintenance Chairperson will be the holders of the card.  The maximum credit limit will be $2,000.00.  Expenses $200.00 or less already approved in the budget, may be made by the Maintenance Chair without board approval.

The catch basin to repair and improve the water runoff at the pool parking lot was finished.

Rod Martinez and Larry Barlow are checking cameras for around the pool and hope to have them installed before the pool opens Memorial Day weekend.

A roof and house painting has been approved.

A couple of homeowners’ fences are waiting for approval.

Maintenance/Pool Manager: Lisa Karis

Lisa will meet with Makoto Sugiuchi, Mark Bunger and James Rolf to discuss in detail specifics of her duties and details of projects to be completed at the pool and the common areas.

Lisa is preparing for the pool opening on Memorial Day Weekend.  Lisa is getting the pool permit, the inspection done and the equipment ready.

May 18th 9AM to noon is cleanup day at the pool.  Work that needs to be accomplished includes cleaning restrooms, pressure washing the sun deck, putting out chairs and tables.

Members, in good standing, will be able to fill out and sign the necessary forms and have their pool keys activated on May 18th.

Lunch will be provided for those volunteers who work at the work party.

2019 Budget Approval

2019 Budget Meeting    7:05

The 2019 Budget Meeting was called to order by President Schiewetz.    The Board and six homeowners were present.

.    A new pump/heater will be installed and new security lighting will be added around the pool.

.   Larry explained the new accounting system, which Mar Cheri will be using, Pay HOA .

.   There are two delinquent homeowners.  If the two homeowners do not bring their dues current by    May 1st, the board’s recommendation is to have our attorney initiate the lien process.

Harold Isaacson, Don Deighton and Laura House counted the ballots. There were 23 yes votes and 2 no votes. RCW 64.90.525 Washington Uniform Common Interest Ownership Act governs budget approval, and states that if the majority of votes were cast as “yes”, but no quorum was established, ballots not returned will be considered a yes vote.

Budget passed for 2019.

February 2019 Board Minutes

Mar Cheri Minutes

February 19, 2019   7:50 PM

The meeting was called to order President Schiewetz.  In attendance were board members Laura House, Larry Barlow, Anne Mesick, Audrey Isaacson, Makoto Sugiuchi, Rod Martinez, Homeowners Maggie Hess and Harold Isaacson also attended.

The following topics were discussed:

Audit Committee:

Audit was completed and the books found to be in balance.

Treasurer:

Larry Barlow explained how PAY HOA works and how much simpler it will be to work with.  Invoices will be sent out within the next few days, including the Pool Waiver and Pool Rules.

Architectural

Rod Martinez is checking into the price for Cameras around the pool. We are continuing to work with one homeowner as he makes progress on cleaning up his property.

Maintenance/Pool Manager

Lisa Karis has volunteered to fill the position of Maintenance Chairman/Pool Manager, which was vacated by Bill Saballa-Davis pending his move.

Recreation/Hospitality

No report.

Vice President

Laura House is contacting the landscaper regarding completing the tree planting by the pool.  If he does not respond within the next two weeks, Rod Martinez will select a new landscaper to complete the job.

It was noted that there is graffiti on the brick of the pool house. Vice President House is going to contact the police and look into having the graffiti removed.

Laura House contacted the city and learned that non-essential streets would be plowed in the order that they were requested.  Please call the city and let them know when your road needs plowing.

Other Business

We want to thank Duane House, Rod Martinez, Joey Murchison, and James Rolf for the sand on the road and shoveling snow during our snow storm.  Thank you neighbors for helping getting us through this snow storm.

The next meeting will be March 12th @ 7:15 PM at the home of Anne Mesick.

Board business conducted via email between meetings: 

The board voted to change the date and venue of the Budget Approval meeting due to the Library closing early and the snow that prevented many from attending.
