The annual meeting is scheduled for February 27th. We need to fill at least three board positions. Please contact any board member if you might consider stepping in. We also need volunteers to review the Bylaws.

The board discussed the need for resurfacing the pool within the next 2 or 3 years. The surface is currently in good shape. The last bid, obtained a few years ago, was for about $19,000. We currently have $15,000 set aside.

Board of Director’s Meeting – November 5, 2013

Minutes of the October meeting were approved.

General Business

Pete Keller notified the Board that he will not be able to serve as treasurer after his current term, as he is moving from the neighborhood. He has volunteered for this position for the past 5 years, and we thank him for his attention to the details of the financial work and for his dedication. He will be missed.

The annual meeting is in early February and we are looking to fill board positions. Three vacancies are anticipated. Please contact any board member if you might consider stepping in.

Treasurer’s Report – Pete Keller

67 of 69 assessment payments have been received. The remaining balance of property taxes has been paid. One homeowner with more than a year of overdue assessment payments has been notified that a lien will be placed on their property. Steve Freeborn will send the notice of lien for two properties.

No new issues. Kay raised the issue of starting Block Watch back up, and we will add that to the agenda for the annual meeting.

Maintenance — Mark Bunger

Mark reports that the pool water is being treated and vacuumed every couple of weeks through the winter.

Website and Minutes Distribution – Vicki Bengeult

We have several options available for allowing neighbors to connect online. These include: Nextdoor.com, Band of Neighbors (a free service of Angie’s List), and Facebook. A brief presentation will be made at the annual meeting for community input before proceeding.

67 of 69 assessment payments have been received. State and federal employment reports and taxes have been submitted for 3rd quarter 2013. Telephone and trash pickup service has been discontinued at the pool. Peter presented a document outlining the typical steps he takes to collect late assessments, and the timing for sending past due notices. A total of 65 assessments have been received, and the board will discuss the next step for the four homeowners who have not paid.

We now have seventeen associate member families this summer. Income from this year’s associate members has exceeded that from the last four years.

ARCHITECTURE REPORT – Kay Gordon

Kay discussed several neighborhood issues involving a screening fence and storage of vehicles and boats in driveways.

To remind residents, Article IX, Maintenance of Premises, Sec. 2, of the Covenants and Restrictions in part reads:

“No boat, boat trailer, house trailer, recreational vehicle, automobile, truck or other vehicle or any part thereof shall be stored or permitted to remain on any Lot unless the same is stored or placed in a garage or other fully enclosed space.

(emphasis ours)

No Lot shall be used or maintained as a dumping ground for rubbish. Trash, garbage or other waste shall not be kept except in sanitary receptacles hidden from street view.  All equipment for the storage or disposal of such material shall be kept in a clean and sanitary condition.

Overgrowth of brush, weeds, lawn or trees shall not be allowed on any residential property….”

RECREATION REPORT – Nancy Krueger

The pool has two improvements. First, Watermills installed an updated version of the Virginia Graham Baker filter cap, which has been in place for about two years and is required by law. The installer donned scuba gear and dove to the bottom of the pool to replace our cap, so now the pool is up to code. The next improvement is the acquisition of a pool vacuum. Now we can clean the pool when necessary, on our schedule and we do not have to rely on a busy maintenance company for cleaning. Our plan is to retain the Watermills Company to handle larger projects and to consult with us when needed. Mar Cheri also saves the monthly cleaning fee, which was approximately $250 per month. Thanks go to Mark Bunger, who has learned how to operate our new equipment and has cleaned the pool regularly.

MAINTENANCE REPORT – Mark Bunger

Mark reported on the installation of the drain cap and we talked about staining the pool deck when the pool closes.

The next meeting is September 3rd at the pool at 7pm.

Board of Director’s Meeting – June 4, 2013

June 4, 2013

President’s Report – Steve Freeborn

After a bit of negotiation, we obtained excellent insurance coverage, which will be effective 6/7/13. We have a $1,000,000.00 Liability insurance policy. The cost is $121.00 more than what we were paying under our old policy, however, it is a much better policy. There were many exclusions under the old policy. Under the new one, the only exclusions we have are: no alcohol and we can’t have a competitive sports team, ie a swim team, water polo, or synchronized swimming, dive team etc… but none of these are anything we do anyway. In addition, we have added the following coverage: Property insurance, which insures the pool house, the swimming pool, fence, decking, play area, all the furniture, and Directors Liability Coverage. Total coverage cost for all policies is $2,518.00 per year. This is excellent coverage and will meet the needs of the community.

62 assessment payments have been received so far. If you are one of the remaining seven, please send yours in to avoid receiving another reminder notice or further action. 9 associate memberships have een paid. The $50 assessment refund checks have been distributed to those who have contributed 3 hours work at the work party or on other assignments. Our state L&I tax rate was reduced this year by 10% due to our good safety record.

Recreation – Nancy Krueger

At 12:30 am on June 1, after being altered by a neighbor that there were people in the pool, Nancy Krueger called 911 and met the police at the pool. The police caught six young people on the premises, one of whom is the adult son of a homeowner. The police issued warrants, and the offenders will need to appear in court. We intend to press charges. Unauthorized use of the pool cannot be tolerated. Not only does it expose the community to property damage and vandalism, but it is unsafe for anyone to be in the pool after hours.

Memorial Day Weekend saw quite few swimmers in spite of the weather. The pool was closed the following weekend because the new insurance policy was not yet in place.

Architecture – Kay Gordon

One homeowner submitted plans for a backyard structure that will be reviewed by the committee. There was one request for a letter to homeowners to clean up stacked materials and to cut overgrown grass.

Maintenance — Mark Bunger

Work parties were pretty successful. Special thanks to Bill & Jean Durflinger and Norm Lowe for rebuilding the picnic tables, and to Roald Erickson for painting the benches in the boys locker room.

Mark dug a trench along the front of the parking lot and installed perforated pipe so that water can flow away from the parking lot. The new cover is in use. Mark replaced wood on the picnic tables, but they still need paint and the playground needs weeding.

 The meeting was called to order at 8:15 pm by Vice President Arne Rusten. Also in attendance were Peter Keller, Mark Bunger, Nancy Krueger and Kay Gordon.

 A total of 65 assessments have been paid. A third “late” notice has been sent to the four delinquent homeowners. Peter led discussions addressing the need for a written procedure for follow-up to the notices as well as the possibility of being pro-active in contacting the sales agents of those homes listed for sale to ensure any fees owed are paid upon closing.

 RECREATION REPORT – Nancy Krueger

Nancy thanked Mark Bunger for cleaning the pool regularly and reiterated the need to train lifeguards next season to take over that recurring obligation. She further described the plan set up for pest control around the pool and surrounding grounds, stating that we have contracted for service every two months.

 MAINTENANCE REPORT – Mark Bunger

Mark stated he will stain the pool deck later in September and that The Watermill will manage winterization of the swimming pool. The advantages and drawbacks of leaving the pool cover in place over winter were discussed and it was agreed there were greater benefits to leaving it on.

 ARCHITECTURE REPORT – Kay Gordon

Kay reported there is one ongoing problem involving storage of a disabled vehicle in the homeowner’s driveway. The previously reported screening fence of another homeowner has been constructed, with work on an additional exterior enhancement to be completed by the end of September.

 For the record, a potential homebuyer contacted the Board with questions regarding the acceptable guidelines for a small daycare business in the community. Many questions were posed to her in response and all answers were deemed acceptable to the Board.

 NEW BUSINESS

The need for the three year review of Mar Cheri Covenants and Restrictions (By-laws) was discussed. Please contact any Board member if you wish to serve on this committee, or have any suggestions for change.

Board of Director’s Meeting – April 2, 2013

Treasurer’s Report – Pete Keller

Assessment letters went out in March. Prompt payment is greatly appreciated. Final due date is May 15.

The judgment we obtained in small claims court for five years of past due assessments from one homeowner has been transcribed to district court. One more attempt to collect from the homeowners will be made before we resort to further court action.

25 assessment payments have been received so far. If you haven’t sent yours in yet, please do so before May 1st to avoid receiving a reminder notice. Dues are $455, with $50 refundable if you volunteer 3 hours of community service.

First quarter Labor and Industries and Employment security reports have been submitted.
