Minutes for the Monthly Meeting of the Board of Directors of Mar Cheri Community Club

Ken called the meeting to order at 7 PM.
Treasurer: Gary Mesick
As of 1 December, Mar Cheri has $5745.68 in our Operating (checking) account and $34081.25 in our Reserve (savings) account.
The Community is currently about $4800 over budget, primarily as a result of landscaping, pool utilities and legal fees. There were no Reserve expenses in November.
68 households have paid their 2024 dues in full. One households has not paid for 2024 and also owes 2022 dues, which is an ongoing issue being handled by the Community lawyers.

Ken is continuing to work with the Orca, the vendor who will be doing the work, to get the job completed.
Architecture: Ken Schiewetz (acting chairperson)
In November there were two architectural requests approved:
- Div 1, Lot 9 – driveway replacement with pavers
- Div 2, Lot 6 – deck railing replacement
No new architectural violations were issued.
One violation was remedied
- Div 4, Lot 2. Dandelion issue resolved and violation closed 11/17
Ongoing violations:
- Div 1, Lot 10.
- $75 per month fine for lack of maintenance (roof shingles) continues. Balance $300.
- $50 per month fine assessed Nov. 7th for overgrowth of weeds leading to dandelions being allowed to flower and seed in the lawn, potentially blowing into neighbors yards. Balance $50.
- Div 2, Lot 2 – $50 per month for yard overgrowth. Balance being paid monthly. Balance $50.
- Div. 4, Lot 14 – $700 per month fine for view interference. Balance $9,100.
Correction: It was reported that Div 2, Lot 2, On September 15th, the homeowners advised they had addressed their backyard overgrowth violation…and it should have read that they had addressed their yard overgrowth violation.

New Business:
Ken reported that a homeowner mailed a letter to the board concerning a car that has been parked in front of his home off and on for extended periods of times—sometimes for more than a week at a time. Ken will draft a warning letter and place it onto the windshield of the car. If the car is not removed within the quoted period of time, the Federal Way police department will be contacted. Article IX Section 2 of the covenants states in part: The streets in The Properties shall not be used for overnight parking of any vehicle other than private family automobiles.
Anne raised the question about the date for the annual meeting. It was decided that, pending the location of a venue, the annual meeting will be held in February of 2025.
At 7:14 PM, to obtain legal advice in response to a threat of legal litigation against the association, Gary Mesick made a motion to move to an executive session, pursuant to RCW 64.38.035(4).
Ken Schiewetz seconded the motion.
Motion passed.
Board convened in closed session.
The Executive session ended at 10:10PM.
Ken Schiewetz ended the regular board meeting at 10:11 PM.
The next meeting will be held on Tuesday, January 14, 2025.
