Mar Cheri Community Club Minutes

The meeting was called to order by President Ken Schiewetz. In attendance were board members Laura House, Anne Mesick, Larry Barlow, Rod Martinez, Lisa Martinez, and Audrey Isaacson.
The Mar Cheri Annual Meeting will be November 19, 2019 at the Federal Way 320th Library from 7:00 PM to 9:00 PM.
President: Ken Schiewetz
Ken explained a letter going to the city of Federal Way regarding the Stream Buffer intrusion Follow-Up of 2014. A Statute of Limitation is two years. A motion was made by Anne Mesick to accept the letter to be sent to city of Federal Way. Rod Martinez seconded the motion. Six were in favor.
The board is still working with a homeowner regarding a tree issue.
A Lien has been put on a Homeowner’s property for years 2017, 2018 and 2019.
Vice President: Laura House
Regarding redoing the damaged sign on 298th and First Avenue, a homeowner is working on designs to present to the board.
On October 23, Laura House is going to meet with Karen McDonald to do an onsite visit to the pool area regarding Mar Cheri’s reserve study.
Sidewalk (ADA compliant) -4 feet minimum clear width, excluding the curb. Vegetation height should be no lower than 7 feet and should not extend over the sidewalk.
While the City of Federal Way ADA written compliance is in process, we were informed that waste receptacles should be placed at the curb, not on the sidewalk and that vegetation that encroaches in the sidewalk areas should be cleared. The code is vague, but states:
FWRC 7.03.030:
(3) Unlawfully interferes with, obstructs or tends to obstruct, or renders dangerous for passage any…sidewalk in the city.
By-Laws are reviewed every three years. No changes were recommended.
Treasurer: Larry Barlow
Income for year: $46,133.99
Expenses for year: $40,593.11
Four homeowners are in arrears for 2019.
Larry Barlow made a motion to pay a homeowner $500.00 for the shrubs that were planted near the pool house.
Rod Martinez seconded it. Five were in favor and one no vote.
Recreation: Anne Mesick
Plants were planted by the pool house.

A homeowner that Rod is working with is making big progress cleaning up his yard.
A homeowner asked for approval to dig for a drain pipe.
Rod approved a fence and will check on the progress of that project.
Maintenance/Pool Manager: Lisa Martinez
Pool is closed, furniture put away for the season, phone service suspended, garbage suspended. Lines in the pump house have been drained.
Due to the lot off 1st Avenue being cleared, a lot more rats are being seen in the vicinity of the pool. Rod is looking into an exterminator for any rat problem.

Next Mar Cheri Board meeting will be Tuesday, November 5, 2019 7:15 at Anne Mesick’s home. Laura House made a motion to change the meeting to the first Tuesday of the month so the Board could get prepared for the Annual Meeting November 19, 2019. Anne Mesick seconded the motion.
The ballots will be in the mail by November 5, 2019.
There being no further business, the meeting adjourned at 9:00 PM.
